Entrepreneur-in-Residence
Quan Nguyen is a Partner at Nguyen Tarbet Intellectual Property Law, representing inventors and organizations with impactful, cutting-edge technologies. Quan has a great passion for the process of commercializing new inventions. He works closely with his clients to build winning patent portfolios and helps identify strategic partners, screen for potential business deals, and analyze market opportunities. Quan is also an active member of the Tech Coast Angels (TCA), Desert Angels, and Life Science Angels, where he leads a number of investment deals. As a seasoned patent attorney, Quan concentrates his practice in patent procurement, opinion work (patentability and freedom to operate analysis), and intellectual property management of inventions in biotechnology, chemistry, medical devices, microfluidics, bioinformatics, and artificial intelligence. His clients include publicly traded companies, major corporations, universities, investors, and entrepreneurs. Prior to founding Nguyen Tarbet LLC, Quan was a Partner at Cozen O’Connor, an international law firm based in Philadelphia. Earlier in his career, Quan also worked in-house as an Assistant Director of Patents at Ionis Pharmaceuticals in San Diego, a leader in RNA-targeted therapeutics. Quan firmly believes in public service and works tirelessly to advance innovation and entrepreneurship. He is an active Member of the College of Science Dean’s Board of Advisors (University of Arizona), School of Pharmacy and Pharmaceutical Sciences Dean's Leadership Council (University of California, Irvine) and Beall Applied Innovation (University of California Irvine), where he leads various university initiatives to promote innovation through industry partnerships. As Chairman Emeritus of the Advisory Board of the Chemistry and BioChemistry Board of Advisors (University of Arizona), he helped the department develop strategic industry relationships to advance faculty research. Quan regularly speaks at seminars about innovation, technology investments, and trends in patent law.
Director of Client Engagement
Jon earned his doctorate in biology from Wake Forest University, specializing in neuroscience and the molecular mechanisms that underlie behavior. His early academic journey, which includes bachelor's and master's degrees in biology, focused on epigenetics and oncology. Jon’s experience spans academia and industry, including work as a patent engineer where he contributed to several patent applications. Jon has been a member of BioHealth Innovation since 2023, and now serves as Manager of Client Engagement, leading the Analyst team, assisting with commercialization and pitch coaching, as well as spearheading grant writing projects. With over 7 years of grant writing experience, Jon leverages his diverse background to guide clients through the process of obtaining non-dilutive funding and commercialization.

Dr. Kuldeep Neote is a seasoned biotechnology executive and venture capital professional with over 25 years of experience in external innovation, business development, and strategic partnerships across the life sciences industry. His career encompasses roles at leading pharmaceutical companies, innovative biotech ventures, and investment organizations, with particular expertise in immunology, oncology, and gene therapy development.

Caroline is a business leader, physician, and lawyer with more than 30 years of experience across medical technology, diagnostics, life sciences, commercialization strategy, and healthcare innovation. With training as an internist and pathologist, she brings a rare combination of clinical insight, business leadership, legal perspective, and market strategy to her work with emerging companies and technology-enabled healthcare organizations. Caroline has advised and built healthcare, diagnostics, and life science tools companies from early financing through exit, supporting team formation, facility development, intellectual property strategy, financing, partnership development, regulatory planning, and commercialization. She works with founders and leadership teams to evaluate technologies in the context of clinical need, market dynamics, policy shifts, competitive trends, and global commercialization opportunities. Her experience includes operational and strategic roles at BD, where she helped create the BD QIAGEN joint venture and molecular diagnostics business unit, as well as leadership roles at bioMérieux and MDS Proteomics. She later founded Popper and Company, a strategy consulting firm, and co-founded The Sherpanis with Julie Wilkinson. Caroline has also served as Chief Commercial Officer of Johns Hopkins Precision Medicine, where she worked closely with clinicians, data scientists, and collaborators on issues related to privacy, cloud storage, data federation, and commercialization. She also led commercialization activities for the Johns Hopkins Applied Physics Lab Healthcare Mission Area. Her expertise spans technology assessment, commercialization strategy, global market development, data strategy, privacy, compliance, corporate governance, regulatory considerations, and the translation of academic innovation into market-ready products and services. She currently serves as co-chair of the American Bar Association Healthcare Section AI Task Force, reflecting her continued focus on the intersection of healthcare, biology, technology, and artificial intelligence.

Deanne Randolph has a long record of success in strategic marketing for leading biotech, pharmaceutical, and consumer-driven healthcare brands. From early development through launch, Deanne has led multiple US, European, and global initiatives along with several major pharmaceutical and biotechnology product launches. Deanne’s ability to integrate professional, payer, and patient needs to identify growth-driving market strategies is particularly relevant in today’s competitive healthcare environment. She provides Sante Group clients expertise in strategic pre-launch planning, positioning, and targeting; life cycle management and clinical development strategy; global branding; medical education; and direct-to-consumer marketing. Deanne has worked in both primary and secondary care across a broad range of therapeutic areas including immunology, oncology, rheumatology, neurology, pain and rare diseases. Prior to consulting, Deanne held brand management and commercial development positions at Pfizer, Johnson & Johnson, and Bayer. She holds both an MBA and a BA from Wake Forest University.

She serves as a strategic regulatory resource for portfolio companies and emerging MedTech entrepreneurs navigating the FDA regulatory landscape, helping translate early-stage innovation into compliant, submission-ready programs. A Senior Consultant through MedTech Impact Partners, she brings experience spanning all FDA submission types and Agency interactions, with particular strength in AI/NL-enabled devices, digital health, diagnostics, and combination products. Her regulatory expertise is further informed by a substantive background in Quality Management Systems and R&D, spanning design control, V&V, and risk management from feasibility through design transfer. She is recognized as a trusted regulatory authority by medical device companies seeking strategic, high-impact regulatory guidance.

Maureen Richard is an accomplished medical device software professional with extensive expertise in providing software development lifecycle processes, system engineering, and documentation services to medical device startups and established companies. Based in Longmont, Colorado, she specializes in ensuring compliance with IEC 62304 and FDA regulations in regulated healthcare environments. Maureen holds a Master of Science in Medical Informatics from Northwestern University, Chicago, a Bachelor of Arts in Computer Science from the University of Texas, Austin, and a Bachelor of Science in Microbiology from Texas A&M University, College Station. This unique combination of technical, medical, and scientific education provides her with a comprehensive understanding of the intersection between healthcare technology and regulatory requirements.

Dr. Loleta Robinson is the President & CEO of Fortis Industries, LLC and a physician entrepreneur and healthcare investment strategist. She is known for her ability to bridge clinical insight with business acumen—advancing innovation, guiding commercialization strategies, and aligning cutting-edge medical solutions with market needs. Throughout her career, Dr. Robinson has held pivotal roles at Thermo Electron Corporation and MedImmune Vaccines, and has served as an Entrepreneur in Residence at Blue Cross Blue Shield of Nebraska and the NIH SEED program. As a trusted advisor to startups, she offers strategic guidance on product development, payer engagement, and market access, with a steadfast commitment to clinical relevance, patient safety, and ethical rigor. She holds an MD from the University of Kansas School of Medicine, an MBA in Health Administration from the University of Colorado–Denver, and a Certificate in Venture Capital Finance from UC Berkeley School of Law. Dr. Robinson’s interdisciplinary expertise positions her at the forefront of healthcare innovation, driving growth and impact in a rapidly evolving landscape.

Dr. Ethel Rubin is a biotech strategy and finance executive with over 20 years of experience at the intersection of healthcare investment and commercialization. With a proven track record in leading high-impact business and corporate development activities, driving product and portfolio strategies, and engaging with investors and industry partners, she currently leads a team of venture professionals helping NIH portfolio companies navigate rapid growth cycles, prepare for capital raise, progress to valuation inflection points and exit. In addition, she is an active business consultant to biotech, partnering with strong scientific and clinical teams to bridge the gap between breakthrough research and institutional-grade commercial strategy, building the financial architecture and strategic roadmap necessary to attract institutional investment or scale to an exit. In previous roles as an EIR for the NHLBI, she deployed a $40M pre-seed fund, resulting in over $1B in exits. From 2009-2015 she led global clinical strategy, external innovation and medical affairs at Medtronic, plc, with a focus on interventional technologies including the fast growing Afib ablation business. Prior to that, she was CSO/COO of two successful early stage companies: BioFortis, Inc. (acquired by IQVIA) and CSA Medical, Inc. Over the course of her career, Dr. Rubin took part in over 25 commercial product launches, was instrumental in multiple M&As, partnerships & collaborations, and capital raises totaling more than $2B. Ethel currently sits on the Board of a multinational biotech company, Volition Rx (NYSE:VNRX), a world leader in nucleosome detection and quantitiation, and was previously a Director at Innara Health, Inc., where she helped attract strategic investment and exit in 3 years via acquisition by Cardinal Health (NYSE:CAH). She is an advisor or mentor to numerous companies through both private engagement as well as NYU Stern School of Business’ Endless Frontier Labs. Dr. Rubin earned a PhD in Biochemistry and Biophysics from the University of Rochester School of Medicine & Dentistry and was a research fellow at Johns Hopkins University School of Medicine, where she led independent breast cancer research that identified developmental gene re-expression in adult tumors. She earned a certificate in Corporate Governance from The George Washington University School of Business and is an LP in VC funds focused on women’s health as well as an advisor to First Bight Ventures.
